Monday night, the bipartisan Senate passed a funding package to end the longest shutdown in history with a 60–40 vote. While this is good news, the bill must still pass the House. There is a House vote expected on Wednesday, and if successful, the bill would be sent to President Trump for his signature, officially ending the shutdown.
The bipartisan funding package includes specific funding for targeted agencies, while all other agencies will be funded through January 30, 2026. The Department of Veterans Affairs (VA), the Food and Drug Administration (FDA), and the Department of Agriculture (USDA) will receive their funding through a "minibus," a spending package containing a smaller number of appropriations bills compared to an omnibus, extending their funding through September 30.
The spending bill requires that federal employees furloughed during the shutdown be rehired and receive back pay. Additionally, federal agencies are required to give written notice to Congress regarding the rollback of any personnel actions issued during the shutdown. This oversight provision is designed to limit involuntary personnel reductions or firings within departments and agencies until the bill ends on January 30, 2026.
