New Laws Going Into Effect

April 2, 2025, marked ninety days after the end of the 2023/2024 Legislative session. This means that any bill that was not given immediate effect by the legislature finally became law. The following is a list of education related bills that will now go into effect.

Effective April 2, 2025

  • House Bill 4485Public Act 268 Extends the statute of limitations for criminal sexual conduct to be extended to the victim’s 42nd birthday. Current law states a victim may bring a case within 15 years of the incident or by their 28th birthday. The new law also expressly states the new statute of limitations only applies to offenses committed after the effective date, the retroactivity language was removed.  
  • House Bill 4854Public Act 209 Allows Native American students to wear traditional regalia at ceremonies of honor, such as graduation. It does not allow items that are banned on school property pursuant to other sections of law. 
  • House Bill 5659-5660Public Acts 263-264 Eliminate the current School Safety Commission and repeal the law that established that commission. It then creates a new commission, the School Safety and Mental Health Commission, in the Department of State Police. HB 5660 updates references to the commission in the Revised School Code.

Effective on a specific date or school year

  • House Bills 5450-5451 Public Acts 257-258 Require information on the new laws regarding the safe storage of firearms be provided to parents annually. The Michigan Department of Health and Human Services will create the document. Districts will have to share it with all parents or guardians by October 1 of each year, beginning this year.
  • House Bills 4095-4096 – Public Acts 270-271 Require the MI State Police to establish standardized response terminology for emergency situations and that schools adopt it. The new law also requires each level of law enforcement to adopt the same terminology. This new requirement will go into effect for the 2026-2027 school year. 
  • House Bill 5549 – Public Act 272 Requires school districts to have a behavioral threat assessment and management team in each school building. The team must include a school mental health professional, a school administrator, and a school resource officer or someone from the law enforcement agency that has jurisdiction over the building. The teams must be in place by October 1, 2026. 
  • House Bill 5594Public Act 196 Updates the work permit process for minors, removing it from schools and placing it with the Michigan Department of Labor and Economic Growth. The Department will also be tasked with creating an online system which must be ready before October 2, 2026. The law also simplifies the hours a minor may work to a set number rather than a limit of work hours plus school hours.
