The real work of budget season began this morning with the Governor’s budget presentation to a joint meeting of the House and Senate Appropriations Committees.
Under the proposal, the per-pupil foundation would be increased by 2.5% or $241. It also increases funding for at-risk students, English Language Learners, Intermediate School Districts, rural and isolated districts, and career and technical education by 2.5%. The budget proposal continues funding for pupil transportation, mental health and safety grants and free meals for all for the upcoming fiscal year.
Rural and isolated districts, CTE and English Language Learners would see and additional 5% increase. The Great Start Readiness Program will see significant additional funding to eliminate the income cap and allow all 4-year-olds access to the pre-k programs, as the Governor called for in her State of the State Address. Finally, the budget for the Department of Education also continues funding for school board member training.
On the General Fund side of the budget, the Governor also called for another $400 million in road and bridge infrastructure improvements, increased revenue sharing funding for local communities and public safety, and increases to the housing and community develop fund to build on existing bonds to build or rehabilitate homes in Michigan.
Appropriations subcommittees will now begin public hearings and their work on the budget. We are currently working through the details of the Governor’s School Aid budget proposal and will have more information for you in Friday’s News From the Capitol.
