Michigan Intermediate School Districts (ISD)

ISDs are Leaders for Educational Excellence
If you're unfamiliar with the term "ISD", you’re not alone. Intermediate school districts (sometimes called Regional Educational Service Agencies/Districts) are an important partner in Michigan’s educational framework. But ISDs' core customers….K-12 school districts…know them well.

By pooling resources and providing services regionally, ISDs provide cost effective, high quality results. Every school district in the state is part of an ISD. Together, the ISD and its local district members determine the services needed to improve all student learning, serve children's special needs, develop teachers’ expertise and connect with the greater community.

While each ISD responds to area needs, some services are common to most:

  • Instructional Services may address professional development, MEAP improvement, curriculum development, grant writing, school improvement, early childhood education, school safety, parent education and other programs and services which contribute directly to student achievement. Career and technical education and special education services within a region are often provided and/or coordinated by the ISD.
  • Administrative Services may include pupil accounting, student record processing, centralized payroll and data processing, finance services, purchasing cooperatives, transportation and truancy services and a variety of consultants who contribute directly to the efficiency and effectiveness of local district operations.
  • Technology Services keep local districts on the cutting edge of existing and emerging technologies and may include Internet connection, WAN/LAN systems, media research, virtual programming and technical assistance.
  • Partnership Services keep ISDs, local school districts and the communities they serve connected in ways that benefit adult and K-12 learners. Because of ISDs’ regional emphasis, they make easy connections with other county or regional human service agencies, colleges and universities, nonpublic schools, and the areas’ business and economic community. As leaders in developing regional opportunities, ISDs play a key role in a community’s economic vitality.

ISDs Anticipate, Develop and Deliver
In addition to responding to customer needs, ISDs are also called to lead. Regional consultants and experts work with experts across the state and nation to “bring home” best practices in teaching, state of the art technology, the latest relevant research and new ideas for efficiency. As leaders, ISDs must anticipate needs, develop strategies, check with customers and then deliver results. This “proactive” approach keeps local districts ahead of the learning curve and able to respond quickly to changes. ISDs are dynamic organizations…with an eye toward the future. As customer needs change, as education changes, ISDs will rigorously explore new avenues for success.
