No Child Left Behind Resources

On Jan. 8, 2002, President George W. Bush signed into law the revised Elementary and Secondary Education Act (ESEA), also called the No Child Left Behind Act of 2001. This law represents the most significant change in federal education policy in a generation. The 1,180-page Act is being analyzed and implemented by state departments of education across the U.S.

NSBA's Legislative Proposal
The National School Boards Association unveiled a series of legislative recommendations to the No Child Left Behind law designed to make the law work more effectively for all students and schools. The proposed changes fall into three categories: measuring adequate yearly progress (AYP), state flexibility and sanctions. The proposal includes redefining AYP to more accurately measure progress of specific groups of students, strengthening the connection between sanctions and specific student achievement progress needs, and allowing states to be more innovative and use their own accountability systems.
