Creative Outlooks and Collaborations

Tough financial challenges in the past few years have prompted a number of local and intermediate school districts in Michigan to develop creative arrangements that result in substantial savings without diminishing the quality of services. A recent study by Deloitte Research entitled Driving More Money Into the Classroom: The Promise of Shared Services underscores these efforts. The research concludes that shifting just a quarter of non-instructional services to shared services could yield cost savings in the range of $9 billion. In addition, recent surveys of MASB members have called for practical, documented, hands-on information regarding these initiatives, and how others can replicate them.

The Michigan Association of School Boards hosted a drive-in conversation to address collaborations for local and intermediate school board members and administrators from districts of all sizes and geographic locations. The event provided information from experts on the legal, financial and political aspects of joint operating agreements, cooperatives and other arrangements. Participants took home specific examples of successful and ongoing collaborative ventures, presented by the individuals involved in their creation and operation.
