House's EAA Bill Stalls in Senate
The Michigan House of Representatives recently passed a bill paving the way for the Education Achievement Authority to expand beyond the 15 buildings it currently operates in Detroit, but some amendments to the bill haven't gained much support in the Senate. Read MASB's coverage now for details.

  

Michigan House Republicans have eliminated language in the school aid budget bill that would have withheld funds from districts that signed contracts ahead of the effective date of Michigan's new Right-to-Work law. MASB vehemently opposed the penalty, lobbying members of the committee and delivering letters to the entire House membership last week. The Right-to-Work law was signed in December, but didn't go into effect until March 28. The original language in the House's budget recommendation would have penalized many districts that signed contracts between when the law was signed and when it went into effect.

  

Detroit's Charles H. Wright Museum of African American History played host last week to "Education Nation: On the Road," the latest installment of NBC News's ongoing series designed to create dialogue with policymakers, educators, parents and the public across the United States. The four-hour event on Friday drew Gov. Rick Snyder, Chelsea Clinton and leaders from Michigan's education and business communities. ISD Elections: June 3, 2013
ISD boards of education that hold elections under section 614 of the Revised School Code were not affected by Public Act 233 of 2011, which moved popular school elections to even years in November.  Section 614 elections for ISD school boards are still held biennially on the first Monday in June at a meeting of representatives from constituent boards of education.   In 2013, the elections will be held on June 3.    

  

Gov. Rick Snyder called on educators and employers to work together to strengthen Michigan’s economy at the state’s 18th annual Governor’s Education Summit, saying the state that does the best job of lining up education with workforce skill needs will have a strategic advantage over others when it comes to economic development. According to economists at the state's Revenue Estimating Conference, Michigan is in better financial shape than recent years despite a general fund and School Aid Fund dip of around 1.1 percent. State Budget Director John Nixon says Michigan is better off than recent years because "revenues and expenditure are balanced, and lawmakers no longer have to make cuts each year to prepare the budget." EAA Tops Snyder's 2013 Priority List
After bills that would have codified the Education Achievement Authority (EAA) into state law failed to make it through the legislative process late last year, Gov. Rick Snyder is still intent on expanding the scope of the statewide reform district. The EAA has been in operation since September, overseeing just 15 schools in the City of Detroit. Expansion plans call for the EAA to take over schools in the bottom five percent across the entire state, leading to questions about the organization's relatively short track record.
